Montecillo Leasing Package Reveals Additional Retail Plans

A newly available Leasing Package at the Montecillo SmartCode development website shows a westward expansion of retail opportunities.


Three buildings near the future intersection of Montecillo Drive and Castellano Drive are highlighted in the Leasing Package in addition to the original retail space available at the development's Venue apartment complex. The space will be available on multiple levels. A set of building elevations are included in the Package, but it is unclear which building is referenced.

According to the Leasing Package, the Santi Apartments at Montecillo will begin construction this year and offer an additional 15,000 square feet of retail space. It will include 263 units.

Is the 'El Cruzero' SmartCode Project Cancelled?

Cesar Viramontes, the landowner behind the El Cruzero SmartCode project on El Paso's far east side, has cancelled the development and will soon sell the 220+ acres of land to River Oaks Properties. That's according to an article at the El Paso Inc. website.

Viramontes first unveiled plans for the ambitious project two years ago and received incentives from both the City and County governments to help construction begin. The initial plans for El Cruzero showed a mixed use development with a town center "main street" near Montana Avenue. Though the project never broke ground, news was made in September of 2012 when Carmike Cinemas announced that a location was planned for the site. Anthony Properties of Dallas then purchased the theater site on Montana Avenue from Viramontes.

Now, according to the El Paso Inc. article, River Oaks will develop 50 acres of the property as Town Center on the Loop, a power center that will include big box retailers with surrounding homes. River Oaks will not disclose whether it will follow in Viramontes' footsteps and use SmartCode planning, but the developer has approached the City for possible incentives. This move usually indicates that a development will be different from the usual layout seen in shopping centers throughout the city.

'Rio Valley' Bringing Small Village Feel to Upper Valley

A new neighborhood coming to El Paso's Upper Valley will bring a new concept to the city's suburban areas. Rio Valley, a new 62 acre residential development at the corner of Westside Drive and Borderland Road, will include neighborhood design elements such as a street grid, alleys, and a mixed-use "Main Street."

The Winton Homes Group is developing the site which could include up to 351 residential units, including single-family homes and some multi-family buildings with two, three, or four units each. The design of the duplex, triplex, and quadruplex buildlings will trend toward a "big house" feel and not the suburban style that is currently found throughout the city.

Rio Valley will also include agricultural elements as a nod to surrounding farm uses. Orchard ponds will capture stormwater as a regular pond would, but these will contain trees that create an orchard within the development. Scott Winton of the Winton Homes Group says that pomegranate trees are the likely candidates to fill the orchards, adding, "The homeowners association will get the revenue of the crop and hopefully one day Rio Valley will be the home of a Pomegranate Festival." The same association will be responsible for maintaining street trees around the entire neighborhood, which is important in promoting a walkable environment by shading pedestrians from the sun.


Other green spaces include a 2.54 acre park will be generally situated in the middle of the development, with a gazebo serving as a terminating vista for the Main Street. Additionally, pocket parks and linear parks will create pathways and greenbelts in the northern and southern sections of the neighborhood. Streets in the development will be variations of the word "hope" in different languages.


The Main Street buildings will have zero setbacks, meaning that the building facades will line the sidewalks along each side of the street. The storefronts could include businesses such as restaurants, salons, taverns, and dry cleaners, and could also include small business offices. These buildings will all have common walls, and a mix of architectural styles could help to create an eclectic appearance.

Plans for the development looked much different when originally imagined. Years ago, the City had approved the neighborhood with 188 large lots, according to Winton. As the City's focus changed to Smart Growth, Winton saw an opportunity to transform the plan for this project into one that included mixed uses and higher densities. He includes, "I became a proponent of the New Urbanism about 15 years ago, so it wasn't a matter of me being convinced to try a development like this. It seemed the timing was right."


Currently, the project is in the utility phase, and lots for home building could be available for construction as soon as August 2013. Winton Homes will use its Accent Homes and Winton/Flair Homes divisions to build on some of the parcels and make some lots available to other builders.

'Fountains' Progress Photos Updated

The latest update to the Fountains at Farah power center's website includes new aerial progress photos. The newest pictures show progress made over three months including one taken just one month ago.

February 2013
Significant progress can be seen in the most recent photograph from February. Most of the buildings on the upper portion of the center have their walls up, and the second level of the parking structure is mostly complete. And walls have now gone up on some of the buildings closest to Gateway West Boulevard, along the future promenade area.

January 2013
On the eastern side of the development, the big box structures are mostly complete on the exterior, and the parking lot seems mostly finished in this area. Awaiting foundations line the front of this section and may house new restaurants.

December 2012
The power center with a lifestyle promenade should open in October 2013, just in time for the holiday shopping season. Few tenants have been announced, but confirmed retailers include Dick's Sporting Goods, Best Buy, and Nordstrom Rack.

Downtown CVS Store Now Open

The first El Paso CVS store has opened its doors at 201 N. Mesa Street in downtown. The national pharmacy chain opened the location on February 24, 2013.

CVS now occupies 11,000 square feet on the building's first floor. With 30,000 square feet total in the rehabbed building, the retailer is unsure how the remaining space will be used. CVS purchased the building in August of 2012.

Downtown Starbucks Nearing Completion; New Pics Revealed

The architectural firm behind the upcoming Starbucks location in downtown El Paso has posted new pictures showing the coffee shop's progress, and all signs point to the new addition opening soon.


The photos show multiple angles of the nearly finished Barista area with multiple brewing machines already installed. There are also some shots of the exterior which include the new outdoor sign. The developing construction is in line with concept images that were released last year.

No concrete opening date has been provided for the cafe. The images were posted on the Facebook page of architecture firm In*Situ.

TI:ME at Montecillo Logo Makes Appearance on Project Retail Space Plan

The newest addition to the Montecillo project website, a document showing retail space available in the Venue at Montecillo apartment buildings, has also provided a brand new look at the logo for an upcoming addition to the development.


The logo for the TI:ME at Montecillo project is a play on the display for the numerals on a retro flip down clock. TI:ME, short for The Independent Modern Entrepreneur, will be used as an incubator for new retail and restaurant concepts, and is being developed by a trio of local investors who have helped create such local hot spots as Crave Kitchen and Bar and The Garden. TI:ME at Montecillo will include approximately 11,000 of space.

Another 11,000 square feet of retail space is available for the Venue project, according to the document, the majority of which exists in the largest building along Mesa Street. The project includes 290 apartment units in four mixed used buildings.

Piazza Escondida Brings Mixed-Use to West EP


A new mixed-use development is snuggling into an otherwise suburban west El Paso neighborhood. Piazza Esondida will offer 20+ residential units when the project is complete, ranging from studio lofts to terrace homes.


According to the project's website, five different home/work types will be built, including:

Terrace Homes (2) - Consist of two level homes with two bedrooms and an attached two care garage.
Mansion Residence (7) - Condo units that will reside within a "mansion" building and can be designed to suit the buyer.
Studio Lofts (4) - Open spaces that are approximately 1,000 square feet and include details such as exposed duct work, brick interior walls, and concrete floors. These will include a one car garage.
Live/Work (5) - Units with work space on the first level and live space on the second. Each has an attached garage. One work space will be dedicated for restaurant/deli uses while another will be used for retail purposes.
City Homes (5) - "Spacious" detached homes with two-car garages.
Annex Office Suites (4) - 1,000 square foot office suites with direct access to grade level parking.

Construction is well under way and can be seen in progress photos offered on the website, though no timeline is revealed. All housing units will be sold as condominiums, according to the site.


The project, at 6350 Escondido Drive, is being constructed by The Winton Homes Group of El Paso.

Northwest EP SmartCode Zoning Moves Forward

A rezoning application for 1,660 acres of land in northwest El Paso will be reviewed at the February 7, 2013 City Plan Commission (CPC) meeting which looks to redefine the area with SmartCode. The City-owned land would ultimately allocate 750 acres of land for development and preserve 910 acres as natural open space under this plan.

A wide range of densities will be allowed within six Traditional Neighborhood Developments (TND), "each of which exhibits all characteristics of a complete neighborhood, including a mix of uses, walkable blocks, and dedicated Civic Zones, all within walking distance  of one another."

A dynamic grid of thoroughfares will connect mixed-use main streets to neighborhood centers. Walkability and bicycling will be encouraged in each TND by including wide sidewalks, bike lanes, and sharrows, lanes that are shared by vehicles and bikes. Multiple new paths will add to the existing paths leading into Franklin Mountains State Park.

Neighborhoods will include playgrounds, civic buildings, and mixed densities. Terminating vistas and retail storefronts are stressed throughout and required on certain streets. Blocks are limitied to 3,000 square feet in size.


City Council chose the current plan in March of 2012 after community meetings were held to encourage input from residents. In June, the Public Service Board voted unanimously to convey 660 acres to Franklin Mountains State Park for conservation.

If approved by the CPC, the item will go to City Council for final approval.

Starbucks Coffee will be one of the newest national chains to open a downtown El Paso location, and now conceptual images of what the shop may look like can be found at the architect's Facebook page.


Located in the Centre Building, between the Mills Building and the Plaza Theater, this Starbucks location is slated to open in Spring 2013, according to In*Situ Architecture. A new fine dining establishment, Anson 11, will be next door to the coffee shop in the Mills Building.

Fountains at Farah Project 'Going at Full Tilt'

A recent blog post at the EMJ Construction website describes construction at the Fountains at Farah as "going at full tilt" with a target opening date of October 2013. EMJ Construction is the general contractor on the project.

Concrete beams will support the upper level of the parking structure.
Over 300 workers are on site daily, according to the post, with 2500 to 4000 yards of concrete poured per week. According to the blog, the Fountains at Farah development is the "largest ground-up new retail project under construction in the state of Texas and west of the Mississippi River."

'Fountains' Progress Continues

Construction on the upcoming Fountains at Farah shopping center is progressing at a rapid pace as walls continue to go up around the development. Photographs at the center's website show a rapid increase in concrete from October to November of 2012.


The majority of work is currently focused on the big-box area of the project along the northwestern boundary. This is where larger retailers like Dick's Sporting Goods, Nordstrom Rack, and Best Buy will be located. Construction is also ongoing on the two-level parking structure. Concrete has now been poured for sections of the upper level of the garage. Portions of some big box retailers will actually be built above the parking area's first level.


The 1,800 foot shopping promenade will occupy the forward section of the center, and construction on this area will most likely begin when the garage is being completed. Storefronts will line the parking structure along the promenade.


The $70 million dollar project is scheduled for completion in fall of 2013. Centergy Retail hired EMJ Construction of Dallas to build the center.

NE El Paso Next In Line for SmartCode

A 451-acre plot of land in Northeast El Paso could be next in line for SmartCode zoning. That's according to a rezoning application that the City Plan Commission will hear at its December 6, 2012 meeting.


The land will be divided into three "New Community, Traditional Neighborhood Developments" which will split the acreage into three pedestrian sheds. A pedestrian shed is an area that defines the distance a pedestrian can walk in five minutes. This, along with interconnected blocks, bike paths, and greenways will encourage walkability within the development. 

The development will be split into three neighborhoods.
The project will be interspersed with civic buildings, playgrounds, and shopfronts, and will focus on creating terminating vistas throughout. Plazas and main squares will be placed strategically within the neighborhoods. A transit center is also planned for the development.


The land, owned by the City of El Paso and managed by the Public Service Board, is located along the southern edge of US-54 east of McCombs Street. Once rezoning is approved, the City may move to hire a master developer, though no timeline is available for the project. The plan was developed by URS Corporation, the same firm that is helping plan the retirement community just north of this project.

East EP Cinemark Site Plan Revealed

A Detailed Site Development Plan Application on the City Plan Commission's next agenda is offering a glimpse of what the future far east El Paso Cinemark Theater site will look like. The site plan shows a 53,665 square foot movie theater building, a 23,265 square foot office building, and five retail buildings totaling 49,529 square feet. The center will be located at the corner of Montana Avenue and Rich Beem Boulevard.


The buildings are laid out in a traditional shopping center format; each structure is surrounded by large parking areas. The 14-screen theater will be located on the southern end of the property, nearest the Hueco Club Estates residential area to the south. Four retail buildings will run parallel to Montana Avenue while another will align with Rich Beem Boulevard. The office building will be centered on the eastern portion of the site.

Southwest Land Development of El Paso is developing the 20 acre shopping center, which is part of the larger Hueco Club Estates development, a residential subdivision which is using SmartCode principles in its design. This includes making the neighborhoods more walkable and incorporating alleys for rear garage access for homes.


The center itself, however, follows a more traditional layout, but does incorporate a large amount of shade trees which could be helpful for pedestrians. The City does recommend including more shade trees and widening the sidewalk along Tierra Rancho Street to the south, which would create a friendlier environment for pedestrians coming from the residential area.

The development could break ground in the coming months and could be open by the end of 2013. The City Plan Commission will consider the Application at its November 15, 2012, meeting.

NE Sam's Club Appears on CPC Agenda

An item on the City Plan Commission agenda reveals that a Sam's Club planned for northeast El Paso is getting closer to becoming a reality. The rezoning application shows that the discount warehouse would be located at the corner of Diana Drive and Gateway North, across the street from the El Paso Community College Transmountain campus.



The site plan in the application shows a 138,082 square-foot building which would have three entry points, two most likely for use by customers and a rear entry for trucks. A fuel island is also planned for the northwest corner of the property.

No timeline is available for the project. The City Plan Commission will hear the rezoning case at its November 1, 2012, meeting.

Fox Plaza Diversifies, Adds Medical Office Building

Fox Plaza, one of south-central El Paso's largest shopping centers, will soon add a new medical office building to the popular retail site located at the intersection of Paisano Drive and Alameda Avenue. An 11,400 square foot building will be constructed just outside of the southeast corner of the current center boundary and will be dedicated to tenants who provide medical services.


The move to include a more diverse mix of uses at the center is intended to loosely mirror the vision that Plan El Paso has for Fox Plaza. That's according to the center's property manager, Jeannette Negrete, who adds, "It's part of a transformation into a lifestyle center, offering expanded services." The idea to add medical services was also influenced by the expansion of the nearby Medical Center of the Americas campus, which includes University Medical Center and the Texas Tech School of Medicine.

Fifty percent of the medical building has already been pre-leased and a total of six to eight tenants will occupy the space. Construction is expected to be completed by July of 2013. Another medical provider, Kool Smiles, recently had 7,500 square feet of space renovated for its location at the center.

'Fountains' Website Adds New Aerial Photos

The website for the upcoming Fountains at Farah shopping center has debuted new aerial photographs showing construction progress on the $70 million project. Two new images show the development in August and September of 2012 from a bird's eye view.

The latest image shows column construction work that will support the upper level of the parking structure that will stretch the length of the 1,800 foot shopping promenade at the forefront of the project. On the southeastern side of the center, foundations have already been added for the larger big-box retailers, such as Nordstrom Rack.

The earlier August image mainly shows excavation work nearly completed for the lower parking level. It also helps to show the progress made in one month from August to September.

The grand opening for The Fountains at Farah center is scheduled for fall of 2013, about one year from now. To date, Nordstrom Rack, Best Buy, and Dick's Sporting Goods have been confirmed as tenants. EMJ Construction of Dallas is the general contractor for the project.

Thought Bubble: Cielo Vista Mall Needs Major Upgrade

Cielo Vista Mall on El Paso's east side is the city's largest and most popular shopping destination. With 1.2 million square feet of leasable space, it is considered a Super Regional Mall by the International Council of Shopping Centers. Popular with regional shoppers, it sees millions of shoppers on an annual basis according to Simon Properties, which manages the center.


But with multiple town center developments planned around the city, like Montecillo, Aldea, and El Cruzero, can Cielo Vista Mall remain the most popular shopping center in the coming years? And will the new Fountains at Farah development just across the street dampen the mall's shopping figures? It's probably far too soon to try and answer those questions, but there is something we feel the old mall can do to stay relevant in today's town center climate...

So What's Wrong?

Built in 1974, Cielo Vista Mall was designed in an era when residents were moving out of the city's center and into the suburbs. As such, the mall was developed with the automobile in mind, catering to suburbanites who had no choice but to use their personal vehicles to go shopping. The result was a large central building surrounded by a sea of sun-baked asphalt and concrete parking lots. Little, if any, thought was given to shoppers who may actually travel to the mall by foot or bicycle. Aside from added square footage and an internal renovation in 2005, the mall's footprint has changed very little in nearly 40 years.


Now, projects like Aldea on the west side and El Cruzero on the east side promise brand new, mixed-use, high quality designs in their centers which will create an aesthetically pleasing urban, main street type of feel. These projects are more in line with extremely popular town center developments which have popped up around the country in the last decade as community designs have trended toward New Urbanism. Even suburbanites now crave a more "downtown" type of design in shopping centers located in newer neighborhoods. A sea of parking lots is no longer seen as acceptable in a high quality development.

Idea: Connect the Mall and Movie Theater with a Town Center

Today, if someone shopping in the mall would like to go to the Cinemark Cielo Vista, it usually involves getting into the car in the mall parking lot and driving to the theater parking lot. Even those who try and walk from the mall to the cinema will find a pedestrian unfriendly route. There are zero sidewalks or paths that connect the two, so pedestrians must walk on the street with mall traffic or wind their way between parked vehicles in the parking lot expanse.

The idea: Create a brand new town center shopping area that would connect the theater to the mall. This would help pedestrians navigate through the area as well as add a high quality town center to the mall property. Simon Properties would have much more square footage to lease to retailers and restaurants, and visitors would enjoy a beautiful shopping experience. The theater could become more popular due to the proximity of shops and eateries.

Our concept of what the town center layout could look like (below) contains lots of space for retailers, parking structures, landmarks for terminating vistas, pedestrian-only walkways, and tree-lined lanes with on-street parking. Multi-family housing like condos could also be incorporated into the plan. A new walkway would also lead pedestrians to and from the Walmart area. Parking structures would be largely hidden by the retail buildings.

What About Simon Properties?

So, is this something that the mall's operating company, Simon Properties, would even consider? It is probably more than satisfied with Cielo Vista's performance throughout the decades. Indeed, the mall offers exclusive retailers like Michael Kors, Apple, and Coach, and has never had an issue drawing shoppers.

Yet, Simon was adamantly against the City's incentives package for the developer of the Fountains at Farah, the 600,000 square foot power center that will open on the other side of Hawkins Boulevard in 2013. At City Council meetings during this process, representatives from Simon Properties would often speak before the Council imploring the City to deny the incentives to the Fountains developer.

If Cielo Vista Mall's owner and operator was afraid of nearby competition from a brand new, high quality center, perhaps the idea of transforming Cielo Vista Mall beyond its current form is something Simon has considered.

And Simon Properties is no stranger to creating new, town center type developments. A prime example is The Domain in Austin, a mixed-use development which includes 102 acres of retail space, built and operated by Simon. Clearly a town center type of development, the Austin project actually received $25 million dollars in incentives from that city's Council.

Now come the town center developments in other parts of El Paso which promise a much higher quality experience than that of aging Cielo Vista Mall...

Competition Coming Soon

The Fountains at Farah - A 600,000 square foot power center that will include a 1,800 foot long pedestrian-friendly promenade with shops and restaurants lining both sides, along with on-street parking. The grand opening is set for fall of 2013. See more here.

Aldea El Paso - A new 204 acre SmartCode development that will include many urban, town center features, including many shop fronts and mixed-use structures. The project should break ground by May of 2013. See more here and here.

El Pasoans Have Given Lots to Cielo Vista Mall

For 38 years, El Pasoans (and shoppers from Juarez, Las Cruces, etc.) have spent millions and maybe even billions of dollars at Cielo Vista Mall. Retailers there have benefited from this spending, which has allowed Simon Properties to benefit from leasing square footage.

There is no doubt that a shopping trip to Cielo Vista is generally a pleasant experience. There are gobs of retailers to choose from, variety, eateries, climate control, and a true big mall feel, and many shoppers are big fans of the center.

But the time has come for something new and exciting. Perhaps the town center area as we have envisioned it isn't exactly the perfect solution, but Simon Properties has a great deal of parking lot space to work with. The possibilities are extensive, and the time is right for Simon to consider a grand upgrade to Cielo Vista Mall.
